FOREWORD前言
TheFirstEditionofIATF16949hereinreferredtoas“IATF16949”representstherevisedautomotivequalitymanagementsystemstandarddevelopedbytheInternationalAutomotiveTask Force(IATF).第一版IATF16949（以下称之为IATF 16949）代表了由IATF起草的修订后的汽车行业质量管理体系标准。
ThisrevisedstandardcancelsandreplacesISO/TS16949:2009.修订后的本标准取消并替代了ISO/TS 16949:2009
CertificatestoISO/TS16949:2009willnolongerbevalidafter14thSeptember2018.
2018年09月14日之后，ISO/TS 16949:2009认证证书将不再继续有效。

ThisdocumentprovidesguidanceforthetransitionfromISO/TS16949:2009toIATF16949andhasbeenapprovedbytheIATF.本文为ISO/TS 16949:2009 转换到 IATF 16949提供了指南，并已经过IATF批准。

REVISION 1 – DATED 3 OCTOBER 2016  修改次01 -2016/10/03更新
This revised Transition Strategy document incorporates Frequently Asked Questions (FAQs) that were approved by the IATF. Additionally minor grammatical errors were corrected and修订后的本战略文件包括了经IATF批准过的常见问题问答（FAQS），另外，纠正了少量的语法错误，并且：

TRANSITION   TIMING REQUIREMENTS转换时间进度要求
After1October2017noaudits(initial,surveillance,recertificationortransfer)shallbeconducted to ISO/TS16949:2009.2017/10/01后，审核（初审，监督、再认证或转移）将不再按照ISO/TS 16949:2009进行。

OrganizationscertifiedtoISO/TS16949:2009shalltransitiontothenewIATF16949,throughatransitionauditinlinewiththecurrentauditcycleforISO/TS16949:2009(i.e.ataregularlyscheduledrecertificationauditorsurveillanceaudit),accordingtotheallowabletimingrequirementsdefinedintheIATFRules,section5.1.1.已经通过ISO/TS 16949:2009的组织，应按照IATF规则中5.1.1小节确定的允许的进度要求，通过与当前ISO/TS 16949:2009认证周期（如在定期安排的再认证审核时或监督审核时）一致的转换审核，而转换到新的IATF 16949。

The timing requirements are asfollows:时间进度要求如下
— Ifthenextregularlyscheduledauditwastobeanannualsurveillanceaudit,thetransition audit shall meet the relevant timing for a 6 month (-1 month / +1month),9 month (-2 months / +1 month) or 12 month (-3 months / +1 month) audit cycle.Insituationswherethetimingcannotbemet,thecertificationbodyshallinitiatethedecertificationprocessaccordingtotheIATFRules,section8.1e).TherelevantonsiteauditshallbetherescheduledtransitionauditaccordingtotheIATFRules,section8.4.
— 如下一次的定期审核是年度监督审核，转换审核应满足相关进度要求

— If the next regularly scheduled audit was to be a recertification audit, the allowabletiming for this transition audit shall meet the recertification timing requirementsforrecertificationauditsaccordingtotheIATFRules,section5.1.1(-3months/+0days).如下次定期审核是再认证审核，本次转换审核的允许的时间进度，应满足再认证审核的再认证进度要求（IATF规则，5.1.1.小节（-3个月，+0天）
— Failure to conduct a transition audit according to the timing in the IATFRules,section5.1.1(orthetimingofthedecertificationprocessintheIATFRules,section8.4)requirestheorganizationtostartoverwithaninitialcertificationauditwiththefollowing approveddeviation:未能按照IATF规则中5.1.1小节（或者IATF规则中8.4小节的认证退出过程的时间进度）进行转换审核，则要求组织从初次认证审核重新开始，并允许以下偏离：
—Nostage1readinessreviewisrequired,aslongastheinitialcertificationaudittoIATF16949isconductedwithin18monthsoftheorganization’slastauditagainstISO/TS16949:2009 (please see also point D on page 10)..InthissituationthecertificationbodyisnotrequiredtorequestawaiverfromtherelevantIATFOversightOffice.只要IATF16949初次审核是在组织按照ISO/TS 16949(也请参阅第10页的D条)最后一次审核后的18个月内进行的，则不需要进行第一阶段准备性评审。在这种情况下，认证机构也不需要从相关IATF监督办公室获得豁免。
Organizations certified to ISO/TS 16949:2009 cannot transition to IATF16949:
已经通过ISO/TS 169490:2009认证的但不能转换到IATF 16949的组织：

TRANSITION   AUDIT  REQUIREMENTS转换审核要求
ThetransitionauditshallbethedurationofarecertificationauditaccordingtotheIATFRules,Table5.2.A (new) subsequent audit cycle starts from the last day of the transition audit.转换审核应根据IATF规则中表5.2，是再认证审核的继续。（新的）随后的审核周期从转换审核的最后一天算起。
ThetransitionauditshallbeafullsystemsauditequivalenttoarecertificationauditandshallcomplywithallrequirementsdefinedintheIATFRules,section6.8.转换审核应是等同于再认证审核的完整的体系审核， 并应符合IATF规则中6.8小节规定的所有要求。
TheauditplanningprocessshallcomplywithallrequirementsdefinedintheIATFRules,section
5.7 with the following specificrequirements:
审核策划过程应符合IATF 规则中5.7小节中规定的所有要求以及以下特定要求：
— Anoff-sitedocumentationreviewshallbeconductedpriortothetransitionaudit.This off-site documentation review shall include as a minimum a review oftheclient’squalitymanagementsystemdocumentation(i.e.qualitymanualandprocedures),includingtheevidencesaboutconformitytoIATF16949requirements.非现场文件评审应在转换审核前进行，该非现场文件评审至少应评审委托方的质量管理体系文件（如质量手册和程序），包括有关符合IATF 16949要求的证据。

— Iftheorganizationdoesnotprovidetherequiredinformation,theauditplanshallincludeaminimumof0.5additionalauditdaysonsitetocollectandreviewthemissinginformationpriortotheone(1)houronsitemeeting.如组织未提供要求的信息，则审核计划应另外包括至少0.5现场审核人日，在现场会议1小时前以收集并评审缺少的信息。

Allsupportingfunctionsonsiteor remote shallbeincludedinthetransitionprocessinlinewith thecurrentISO/TS16949:2009auditcycleandshallbeincludedatthetransitionaudit.
所有现场或者外部支持功能都应包括在转换过程中，并与现有的ISO/TS16949：2009审核周期一致，
并应包括在转换审核中。
— Inexceptionalcircumstances,theremotesupportingfunctionmaynothavecompletedatransitionaudittoIATF16949priortothetransitionauditatthemanufacturing site(s) it supports. In this situation, a positive certificationdecisioncanbemadetoallowthemanufacturingsitetobecertifiedtoIATF16949.在特殊情况下，在对外部支持功能支持的制造现场进行转换审核之前，不可以对外部支持功能先行按照IATF 16949完成转换审核，在这种情况下，可以作出正面的认证决定，以允许制造现场通过IATF 16949 认证。
— Toensureclarityofwhichsupportingfunctionshavebeenauditedandtowhichversion of the automotive standard (i.e. IATF 16949 or ISO/TS 16949:2009),thetransition audit report of the manufacturing siteshall:为确保已经审核过的支持功能和采用的汽车标准版本（如IATF 16949 或ISO/TS 16949:2009）的清晰程度，制造现场的转换审核报告应：
— list all remote supportingfunctions,列出所有外部支持功能
— list which version of the automotive standard the remotesupportingfunctionwasauditedto(ISO/TS16949:2009orIATF16949),and列出对外部支持功能进行审核所依据的汽车业标准的版本（IATF 16949 或ISO/TS 16949:2009）
— listthecompletiondateoftheseaudit(s)attheremotesupportingfunction(s).列出在外部支持功能处完成这些审核的日期 
— IfthelastauditattheremotesupportingfunctionwasanaudittoISO/TS16949:2009,thereportshallincludethescheduledorplanneddateforthetransitionauditto IATF16949.Theauditreportoftheremotesupportlocationshallalsoincludeclearstatementsaboutwhichversionoftheautomotivestandardthelastinternalsystemauditwasconductedto(ISO/TS16949:2009orIATF16949).如果最近一次对外部支持功能的审核是按照ISO/TS 16949:2009进行的，报告应包括按照IATF16949进行转换审核的策划或者计划日期。对外部支持场所的审核报告也应清楚阐述最近一次进行内部体系审核所依据的汽车业标准的版本（ISO/TS 16949:2009 or IATF 16949）
—Inexceptionalcircumstances,wheretheremotesupportingfunctionhasnotcompletedatransitionaudittoIATF16949priortothetransitionauditattherelevantmanufacturing site, the organization shall ensure a complete gap analysis,includingadetailedactionplantofulfiltheapplicablerequirementsof IATF 16949,isavailableat the manufacturing site´saudit.在特殊情况下，在对相关制造现场实施转换审核之前，外部支持功能无法完成IATF 16949转换审核，组织应确保进行了完整的差距分析，包括在制造现场审核处可以获得可以满足IATF 16949 的适用要求的详细的措施计划。

—Insituationswheretheorganizationdoesnotprovidethegapanalysisand detailed action plan, the audit at the manufacturing site shallbeconsideredfailedandthesiteshallberequiredtoundertakeafullinitialaudit.在组织未提供差距分析和详细的措施计划的情况下，制造现场的审核被认为是失效的，并必须应对现场进行完整的初始审核。

TRANSITIONAUDITTEAMREQUIREMENTSFORCERTIFICATIONBODIES
对认证机构的转换审核组的要求
Atransitionauditshallonlybeconductedbyqualified3rdpartyauditorswhohavealreadydemonstratedtheircompetencetoauditagainstIATF16949.Auditorsshallthereforepassboth:the IATF 16949 and IATF Rules quizzes in the IATF ADP system before they are allowedto conducttransitionauditsandinitialcertificationauditsaccordingtoIATF16949.转换审核应仅由已经能证实其具有按照IATF 16949进行审核的能力的、有资格的第三方审核员来进行。因此，在允许按照IATF 16949进行转换审核和初始认证审核前，审核员应同时通过IATF 的ADP系统中 IATF 16949和IATF规则的测验。

The IATFrequires:     IATF 要求

— allactiveauditorsregisteredintheIATFADPmustpass(withpassbeing80%or above) both the IATF 16949 and IATF Rules quizzes before they are allowedto conduct transitionaudits.所有注册在IATF ADP中有效的审核员，在被允许进行转换审核前，必须通过（得分80%及以上视为通过）IATF 16949 和IATF 规则的测验
---   by 30th June 2017, all active auditors registered in the IATF ADP must pass (including any necessary retakes) the IATF 16949 and IATF Rules or they will be subject to deactivation.在IATF ADP注册的所有有效的审核员，在2017年7月30日前，必须通过（包括任何必要的重考或补考）IATF 16949 和 IATF规则，否则其资格会被暂停。
 

— additionally,allauditorsintheIATFADPwhohavea3-XXora4-ADPcertificatemustcompletetheIATF16949andIATFRulestrainingandquizzespriortoschedulingfor an IATF ADP proctored assessmentsession.此外，在IATF ADP中具有3-XX或者4-ADP证书的所有审核员，在安排IATF ADP监考人评估会议之前，必须完成IATF16949和IATF规则的培训及测验。

ThecertificationbodyshallcomplywithallrequirementsforestablishinganauditteamasdefinedintheIATFRules,section5.6forarecertificationauditwiththefollowingspecificrequirements/approveddeviations for transitionaudits:认证机构应符合IATF规则中5.6小节规定的对于再认证审核组建审核组的要求，以及以下转换审核的特定要求/批准的偏离：

— thecertificationbodymayappointmorethanoneauditorfromthepreviousauditcycle to participate in the transition audit ONLY (i.e. “carryover auditors”).Thesecarryover auditor(s) shall not participate in the following surveillance auditcycle,butmayparticipateinthesubsequentthree(3)yearauditcycle.InthissituationthecertificationbodyisnotrequiredtorequestawaiverfromtherelevantIATFOversightOffice.认证机构可以从以往审核周期中指定一个以上的审核员仅参加转换审核（即携同审核），这些携同审核员不应参与后续的监督审核周期，但可以参加下一个三年的审核周期，在这种情况下，认证机构不需要向IATF监督办公室请求豁免。

Thecertificationbodymayappointone(1)auditorincaseswheretheauditdaysexceedfive(5),butnomorethanamaximumofseven(7)days.Inthissituationthecertificationbodyisnotrequiredtorequestawaiver.在审核人日数超过5天但不超过7天的情况下，认证机构可以指定一位审核员。在这种情况下，认证机构不需要请求豁免。

TRANSITIONAUDITNONCONFORMITYMANAGEMENT对转换审核中不符合的管理
Whenthecertificationbodyidentifiesnonconformitiesatthetransitionaudit,theclientandthecertification body shall comply with allrequirements:当认证机构在转换审核中发现了不符合时，审核委托方及认证机构应符合以下所有要求：

— forthenonconformitymanagementprocessasdefinedintheIATFRules,section5.11.
IATF 规则中5.11小节规定的不符合管理过程。
— for the initiation of the decertification process as defined in the IATF Rules,section
8.1c)andIATFRules,section8.2.Ifmajornonconformitiesareidentifiedatthetransitionaudit,thesuspensiondecisionshallbeinaccordancewithIATFRules,section8.3.按照IATF规则中8.1c)以及IATF规则中8.2小节中的规定启动认证退出程序。如果在转换审核中发现了主要不符合，作出暂停决定应符合IATF规则中8.3小节的要求。
 

IATF 16949 CERTIFICATEISSUANCEIATF 16949证书的颁发
Thecertificationbodyshallcomplywithallrequirementsofthecertificationdecisionprocessas defined in the IATF Rules, section 5.12 with the following specific requirements /approveddeviations for transitionaudits:认证机构应符合IATF规则中5.1.2小节中规定的认证决定过程的所有要求，以及以下转换审核的特定要求以及允许的偏离
— ThecertificationbodycanmakeapositivecertificationdecisionaftertheexpirationdateoftheexistingISO/TS16949:2009certificate,aslongasthedecisionismadewithinamaximumof120calendardaysfromthelastdayofthetransitionaudit.
— 现有ISO/TS16949：2009证书失效日期之后，认证机构可以做出正面的认证决定，只要该决定是在转换审核的最后一天起120个日历天内作出的。

 
NOTE:Thismightresultinaperiodwheretheclient’sISO/TS16949:2009certificatehasexpiredandnovalidcertificateexistsbeforeanewIATF16949certificateisthenissued.注：这可能导致，新的IATF 16949证书颁发之前，审核委托方的ISO/TS16949:2009证书已经失效到期，这个期间而无有效的认证证书。

 

UponapositivecertificationdecisionthecertificationbodyshallissueanIATF16949certificatetotheorganization.Thiscertificateshallincludetheissuedate(dateofthepositivecertification decision)andtheexpirationdate(issuedateplusamaximumofthree(3)yearsminusone(1)day).ThisnewcertificateshallbearanewIATFnumber.一旦作出正面的认证决定，认证机构应给组织颁发IATF16949证书，该证书应包括发证日期（作出正面的认证决定的日期）以及失效日期（颁发日期+加3年-1天），这个新的证书应带有新的IATF编号。

 
NOTE:ThecurrentISO/TS16949certificate(ifitisstillinan“issued”status),is consequently automatically superseded in the IATFdatabase.注：现有的在IATF数据库中的ISO/TS16949认证证书（如仍处于“已颁发”状态）因此会自动被替代.

 
 
INITIALCERTIFICATION TO IATF16949
IATF 16949初次认证
AllorganizationsseekinginitialcertificationcanbecertifiedtoISO/TS16949:2009until1October2017howevertheISO/TS16949:2009certificatewillonlybevaliduntil14September2018.所有寻求初次认证的组织可以在2017/10/01前通过ISO/TS16949：2009认证，但是ISO/TS16949：2009证书将仅在2018/09/14前持续有效。
After1October2017,theorganizationcanONLYbeauditedandcertifiedtoIATF16949standard.
2017/10/01之后，组织只能按照IATF 16949接受审核和认证
IndeterminingthenumberofauditdaysfororganizationsseekinginitialcertificationtoIATF16949,reductionsmaybegrantedforthefollowingsituations/organizations:在确定寻求IATF 16949初次认证的组织的审核天数时，以下情况或以下组织可以允许减少。
OrganizationswithanexistingISO9001certification:
现持有ISO9001认证证书的组织
Theinitialstage2auditdaysforanupgradetoIATF16949fromanexistingISO9001:2015shall not be reduced by more than 30% of the initial stage 2 audit days defined in the IATFRules,section5.2,Table5.2.对于从ISO9001：2015升级到IATF 16949的组织，其初次审核第2阶段审核天数减少不应超过IATF规则中5.2小节，表5.2规定的初次2阶段审核天数的30%
— ThecertificationbodyfortheIATF16949certificationshallbethesameasfortheexisting ISO 9001:2015certification.按照IATF 16949认证的认证机构应和现通过ISO 9001:2015认证的机构相同。
— InsituationswhereanISO9001:2015certifiedclienttransferstoanewcertificationbody,atleastone(1)surveillanceauditshallbeperformedtoISO9001:2015bythenewcertificationbodybeforetheupgradeaudittoIATF16949isperformed.通过ISO9001：2015认证的委托方转移到新的认证机构，在这种情况下，新的机构在按照IATF 16949进行升级审核前，应由新的认证机构对其按照ISO9001：2015至少进行一次监督审核。
— Ifthescopeisexpandedattheinitialcertificationaudit,noupgradediscountshallbeapplied.100%oftherequiredinitialauditstage2daysshallbeapplied.如果在初次认证审核时要扩展范围，升级折扣应不适用。应适用于要求的初次审核2阶段天数的100%。
IftheorganizationhasanexistingvalidISO9001:2008certificate,noupgradediscountshallbeapplied.100%oftherequiredinitialstage2auditdaysshallbeapplied.如果组织现持有有效的ISO9001：2008认证证书，升级折扣应不适用。应适用于要求的初次审核2阶段天数的100%。
OrganizationswithanexistingVDA6.1andISO9001certification:现持有VDA6.1和ISO9001认证证书的组织
Theinitialstage2auditdaysforanupgradetoIATF16949fromVDA6.1andISO9001:2015shallnotbereducedbymorethan50%oftheinitialstage2auditdaysdefinedintheIATFRulessection5.2,Table5.2.对于从VDA 6.1和ISO9001：2015升级到IATF 16949的组织，其初次审核2阶段审核天数减少不应超过IATF规则中5.2小节，表5.2规定的初次2阶段审核天数的50%
— If an organization has a valid VDA 6.1 and ISO 9001:2008 certificate, noupgradediscount shall be applied. 100% of the required initial audit stage 2 days shallbeapplied.如果组织现有有效的VDA6.1和ISO9001：2008证书，升级折扣应不适用。应适用于要求的初次审核2阶段天数的100%。

COrganizationswithanexistingvalidLetterofConformancetoISO/TS16949:
现持有有效的ISO/TS16949符合性证明的组织
The upgrade discount as defined in the IATF Rules, section 5.14.4 shall not be applied toan organizationhavinganexistingvalidLetterofConformancetoISO/TS16949:2009.100%oftherequiredinitialstage2auditdaysshallbeapplied. IATF规则中5.14.4小节规定的升级折扣应不适用于现持有有效的ISO/TS16949:2009符合性证明的组织，应适用于要求的初次审核2阶段天数的100%。


DOrganizationswithapreviouslywithdrawnISO/TS16949 certificateduetofailuretotransitionontime:持有因未能及时转换而被撤销的ISO/TS16949证书的组织
Theinitialstage2auditdaysforanorganizationhavingawithdrawnISO/TS16949:2009certificateshallnotbeequivalenttorecertificationauditdaysinRules,section5.4h).Theauditdaysshallbeequivalenttoinitialauditdays.对于持有已撤销的ISO/TS16949:2009认证证书的组织，其初次审核2阶段天数不应等同于规则中5.4h）小节规定的再认证审核天数。审核天数应等同于初次审核天数。


However:但是

— Nostage1readinessreviewisrequiredifthecertificationbodyfortheinitialcertification audit is the same that withdrew the certificate. Concerning the timing requirement, please see page 4 “Failure to conduct a transition audit according to the timing”..如果初次认证审核的机构和撤销证书的机构相同，则不需要一阶段准备性评审。关于时间进度要求，请参见第4页“未能按照时间进度进行转换审核”
— Iftheaboveconditionscannotbemet,anonsitestage1readinessreviewisrequired.

1 WhatistheearliestpossibledatetoconductatransitionauditfromISO/TS 16949:2009 to IATF16949:2016?从ISO/TS 16949:2009到IATF 16949:2016的转换审核最早可能进行的日期是什么时候？
Theearliestpossibledatetoconductatransitionaudit(orinitialaudit)toIATF16949:2016 is1stJanuary2017.最早可能进行IATF 16949：2016转换审核的日期（或初次审核）是2017年1月1日。

TheTransitionStrategystatesanorganizationcannottransfer andhaveatransitionaudittoIATF16949atthesametime.Canan certifiedISO/TS16949organizationtransfertoanewcertification bodyandhavethenewcertificationbodyconductaninitial certification auditinstead?转换战略阐明一个组织不能同时进行IATF 16949的转移审核以及转换审核，那么对于一个已经通过ISO/TS 16949认证的组织，能否转换到一个新的认证机构，并由该认证机构代替进行初始认证审核？

In this situation all requirements for a transfer audit shall be applied, however the audit
days shall be equivalent to a stage 2 audit instead of equivalent to a recertification audit.
The certification body is required to obtain approval from the relevant Oversight office
prior to the transition audit and the waiver request shall include relevant evidence to
demonstrate the contract was signed on or before 10 August 2016. The certification body
shall enter this audit as a transition audit with the waiver number and the previous IATF
